First connect POWER_ON to  STBY3.3V through a 100R resistor. If the source start, all voltage are in range, connect BL_ON to STBY3.3V through a 100R resistor and the backlight should be on.

power supply ok, but no backlight, I think the leds have a problem

Could be, but before opening leds pannel, check leds with another source.
